(Hopefully it goes without saying that noting a city 8+ hours flight away from Moscow is "underrated" as a destination does not equal an endorsement of that country's government.)
With that throat-clearing out of the way, why Petrapavlovsk?
This place is so under the radar we can only give very personal takes: it's cool because it's part of the Risk map (Kamchatka!); it's the second largest city in the world that can't be reached by roads connecting it to the rest of its landmass; and one of its sister cities is Unalaska, which has previously been honoured with a mention in a Minaal email!
You may arrive by sea and wake to many large black logs floating in the bay. The logs are submarines.
You may be taken to a "resort pool" where a sweaty man in unrealistically small swimwear engages in a wild fight with swarming wasps.
You may just make some lifelong memories.
Our tip: make sure your tour runs late – your (compulsory) guide will need to bail (to the opera, natch) and will throw you out of the van, meaning you can climb nearby hills and spot huge Lenin statues.
